As school districts head into August and open their doors for a new school year, school administrators are gearing up for their first classroom walkthroughs. According to the recent report Fluency at Scale: What Math and Literacy Leaders Need to Know (Bay-Williams et al., 2026), true fluency requires shifting away from rote memorization toward efficiency, accuracy, and strategic flexibility. If your goal this year is to systemically build a strong mathematical foundation in your building, we need to ask ourselves: what should we actually be looking and listening for?

Will you look for word walls in math classes?

When students are using common language to share their thinking, vocabulary matters, but only if it serves active student discourse. Look for interactive word walls that help students anchor their mathematical language as they debate and solve problems together. Word walls are also great tools for multilingual learners, as they provide critical scaffolding and access to academic vocabulary as they are developing their mathematical fluency.

Will you look for students debating?

There is immense pedagogical power in students discussing and debating different processes for solving problems. A hallmark of strong Tier 1 instruction—especially as students progress through the grades—is the use of math language routines where students compare multiple, already-solved methods for the same problem. Instead of just practicing a single procedure in isolation, students analyze why one strategy might be more efficient than another. This mathematical discourse builds the cognitive flexibility that allows students to access algebra and higher-order reasoning.

Will you look for students drawing lines or building models?

Will you see students working with number lines and tens frames to tie the abstract to the concrete? Whether it is early learners utilizing tens frames or fourth graders drawing on number lines, these visual frameworks are the bedrock of conceptual understanding. These tools allow students to show how they are figuring out a problem, ensuring they can actively model their mathematical thinking rather than just talking about it. When students use these concrete representations to discover number relationships, they develop a deeper, more flexible automaticity that transforms rote memorization into real fluency.

Redefining Fluency at Scale

When you walk into a classroom where systemic fluency is taking root, expect an active, discourse-rich environment full of purposeful talk and productive struggle. These exact, evidence-based walkthrough indicators—active student discourse, physical representation, and explicit strategy instruction—are the common strategies embedded right into CTL’s Procedural Fluency Model. By aligning classroom look-fors with these proven practices, we can build K–8 mathematical systems that ensure students develop genuine, conceptual accuracy and efficiency.
Let’s commit to establishing a shared definition of strong instruction this August. Look for active talking, purposeful representation, and students who can show and explain the “why” behind their math, not just the “what.”
