CTL generally works with clients in one of two ways:
CTL partners with agencies, schools, districts, colleges and universities on work often funded through a federal or state grant. CTL can lead the work, or serve as a partner or subcontractor. GEAR UP Kentucky is an example, where the Kentucky Council on Postsecondary Education was awarded a US Department of Education grant on which CTL is a partner, providing services to nearly 50 participating schools statewide. Another example is the federal Striving Readers initiative in which CTL implemented its school wide Adolescent Literacy Model in a consortium of seven Kentucky school districts over five years. A school, district, college or university directly engages CTL to help implement a project for which it has existing funds. CTL’s literacy work with the Penn-Harris-Madison School Corporation in Indiana is an example. The district had been awarded a federal Small Learning Communities grant which administrators used to support four years of work with CTL. Work with CTL!
