The Business of CTL is Learning

Founded in 1994, CTL helps schools, school districts, post-secondary institutions, and other learning organizations to reach and teach all learners. Our work extends from our home base in Louisville, Kentucky to national and international settings, increasing the capacity of all kinds of organizations to meet their learning goals.

What We Provide

CTL's primary work is the design and delivery of highly effective professional development. Based on client needs, we design customized training to target learning goals. Our focus is on improving teaching by obtaining and applying real evidence, and developing standards-based classroom practice and effective instructional and administrative leadership.

Where We Place Our Focus

At CTL, we focus on the classroom teacher. Research continues to show that, within the formal educational system, the classroom teacher is the single most critical factor in student success. CTL provides individualized coaching and support to educators to help them realize dramatic changes in teaching and learning.

How We Accomplish Our Work

We carry out our work with a client over a sustained period of time, generally from one to five or more years. Engagement over time is necessary for improvements to occur and become sustainable components of the teaching and learning culture.

With a professional staff that has extensive experience in education at all levels, CTL forges personal connections with clients. We use standards-based approaches to professional development design that are grounded in research, and provide educators with practical tools and strategies that sustain professional growth.

Staff: CTL currently employs 15 staff members with diverse subject content, pedagogy and leadership expertise and experience on the school, district, college and state level. Members of CTL's educational coaching staff have expertise in the areas of:

educational leadership development;
the arts in education;
early childhood development;
at-risk student achievement (closing the achievement gap);
college readiness; and
assessment, program design and evaluation.

Evaluation/Results: The effectiveness of CTL’s work is monitored both internally and externally through methods involving standards-setting, continual evidence gathering and re-designs to make adjustments based on evidence (continuous assessment/continuous progress). Major programs are typically measured by external experts in research and evaluation, and results are reported to funders, granting agencies, project stakeholders and other interested parties.

Funding: CTL is funded primarily through fee for service contracts (earned income), supplemented with corporate, foundation and government grants and financial contributions from individuals (contributed income).

Committed to Co-Creating Solutions

CTL is committed to co-creating solutions to help clients reach and teach all learners. We have learned that unless educators and other stakeholders are a part of crafting their own solutions to their own challenges, there will be very little chance of the intervention becoming a sustainable part of the teaching and learning culture.

No Silver Bullets

Our experience suggests that there are no silver bullets or off-the-shelf solutions when it comes to meeting important challenges in education. What works is what CTL does: Our caring, committed professionals work closely with each client to understand the nature of every challenge, and then to co-create customized approaches to meet those challenges. CTL's dedicated staff looks forward to working hard with you to reach and teach all learners.

Our Experience

CTL draws on broad experience from working with many different clients over the years. Our educational coaching staff possess expertise in the areas of effective professional development design, adult learning, adolescent literacy, educational leadership development, the arts in education, early childhood development, at-risk student achievement (closing the achievement gap), college readiness, assessment, program design and evaluation.

CTL’s work is comprised of original models, tools and processes, all designed to foster improvement in teaching and learning. Following are some of the ways in which we assist schools and other organizations to meet their learning goals:

Work in the context of the client’s needs: To ensure that our work will yield appropriate and essential changes to sustain growth, CTL takes particular steps to become familiar with the circumstances under which its client schools or organizations operate.
Enable new learning: CTL strives to provide educators and other lifelong learners with the most up-to-date knowledge about best practices in teaching and learning.
Provide effective tools: CTL works hard to provide for teachers and school administrators effective, practical tools to utilize immediately and with high degrees of success.
Support local and state education improvement efforts: CTL works directly with school personnel to assist in the introduction of standards-based classroom practices, ongoing assessment processes and structures that support classroom professionals and administrators, all in the context of national, state and local education improvement efforts.

Core Competencies and Expertise

CTL’s central focus is improving K-16 classroom practice. Our approach to helping teachers reach and teach all learners has at its core the belief that teachers must first experience the kind of instruction that helps all students learn, and then receive positive, ongoing support as they transform their teaching. Pre-packaged solutions, recipes and checklists don’t work; a commitment to co-creating instructional approaches, building teacher knowledge, and increasing the capacity for informed decision making does.

Based on the belief that all involved in the educational endeavor must make the improvement of instruction and student learning a priority, CTL’s work includes school and district administrators as well as state leaders. CTL’s unique approach to engaging adult learners in new ways includes infusing the arts into all professional development activities. We know through research and our own experience that the arts provide a unique means for connecting students to their learning, besides having value on their own as critical disciplines. The arts give students multiple ways to learn and express learning, and promote creative and original thinking.

CTL organizes its work and continues to build capacity around three areas of competency: Literacy, Leadership, The Arts. Following are competencies in each area:

Literacy

Supporting teachers to apply literacy strategies across disciplines, so that students have the skills to master challenging content
Developing in teachers specialized knowledge of reading, writing, listening, speaking and observing so that they can support their students’ literacy development
Deepening teachers’ understanding of mathematics and science content and processes to increase student achievement and preparation for higher learning
Engaging teachers in active, hands-on learning aimed at having them construct new meaning, so that they, in turn, can engage their students in the same way
Helping teachers embed student skills for learning so they can transition successfully across levels—elementary to middle school, middle to high school, and high school to college
Encouraging teachers to adopt a continuous improvement stance, where they continually gather evidence of student learning and make decisions based on that evidence

Leadership

Building instructional knowledge on the part of school and district leaders, including how their efforts can support instructional improvement
Equipping leaders with tools and processes for fostering improved instruction and student learning, including data-based decision making and ways to assess school and classroom culture
Helping school leaders forge a school culture of high expectations for staff and students, and of collaboration to achieve instructional improvement
Supporting schools in developing leadership teams that distribute leadership among teachers and increase the likelihood that improvement efforts will be implemented and sustained

The Arts

Recognizing learning in and through the arts as a form of literacy that engages students and increases learning in all disciplines
Helping teachers infuse the arts into their instruction to help students gain access to prior knowledge, integrate new learning, and demonstrate what they’ve learned
Engaging teachers and administrators in the arts disciplines—visual art, dance, drama and music—so they understand the role of the arts in fostering critical thinking and creativity
Supporting arts and humanities teachers in deepening their content knowledge and expanding their pedagogy to foster higher levels of student learning and performance

Adolescent Literacy: Striving Readers

CTL is a primary partner in a United States Department of Education $17+ million, five-year Striving Readers grant to improve adolescent literacy, one of only eight such grants in the nation and the only one involving a consortium of rural schools. Learn more >

Arts Accountability

CTL is working with the Kentucky Department of Education on the evaluation of a new arts accountability model to enable schools to self-assess their current elementary arts program and determine where there are gaps in practice. Learn more >

Content Literacy in Higher Education

CTL is working with the Kentucky Community and Technical College System (KCTCS), Bay de Noc Community College in Michigan and Martin Community College in North Carolina to develop and implement instructional strategies to boost the literacy skills of community college students. Learn more >

Content Literacy in High School

CTL is working with Our Lady of Providence High School in Clarksville, Indiana (Archdiocese of Indianapolis) on a two-year full faculty content literacy project with an emphasis on writing the first year and reading the second. (For more information, contact Deborah Walker)

GEAR UP Kentucky: College Readiness

CTL is working with GEAR UP Kentucky to develop the capacity of more than 100 participating schools in creating a college-going culture and improving the rigor of classroom instruction. Learn more >

GEAR UP Kentucky: Math Mentoring and Coaching Project

CTL has launched a mathematics mentoring and coaching effort with two Kentucky school districts to build capacity for increased mathematics instruction at the middle and high school levels, and to codify for GEAR UP Kentucky an external coaching model that could be replicated in other schools. Hybrid Algebra I Research Project, Regional Education Laboratory (REL)-Appalachia

CTL is a partner with the Regional Education Laboratory (REL)-Appalachia, funded by the United States Department of Education Institute of Education Sciences (IES), serving a four-state region and focusing on research to improve instruction, including in mathematics. Learn more >

Kentucky Content Literacy Initiative

Through a two-year grant from the Kentucky Department of Education, CTL is a partner with the Western Kentucky Educational Cooperative, Murray State University and Paducah Independent Schools in a two-year, Kentucky Content Literacy Initiative grant. Learn more >

Kentucky Mathematics and Science Partnership (MSP)

Through a two-year grant from the Kentucky Department of Education and in partnership with Morehead State University and Knott County Schools in Kentucky, CTL is leading professional development to improve teacher content knowledge and instructional practice in mathematics and science in a high-need rural Kentucky school district. Status of Arts Education in West Virginia Public Schools

CTL is conducting a survey of the status of arts education in the West Virginia Public Schools, on behalf of the Appalachian Education Initiative (AEI). CTL will analyze and report findings to AEI to inform planning and implementation of arts education in public schools throughout the state. Learn more >

How to Work with CTL

If you think CTL may be able to assist your school, school district or organization with meeting its learning goals, contact us. Our professional staff is always pleased to discuss possibilities with you.

Below is a typical scenario for how we approach work with a client. The steps may change based on the nature of the work, the source making the inquiry, and past work relationships.

Step 1: Initial Contact/Inquiry (no charge)

Organization contacts CTL about possibly assisting with a need. A CTL staff member will respond to the inquiry within 48 hours.

Step 2: Interview (no charge)

To save both parties time and expense, CTL will do an initial telephone “interview” to further explore the organization’s needs in light of CTL’s skill sets, core competencies, etc. If a good fit is evident, we proceed to step 3.

Step 3: Face-to-Face (no charge if meeting is in Louisville)

(This step may not be necessary if the interview is sufficient.) CTL staff will contribute one face-to-face meeting with the organization to further refine understanding of all desired outcomes for the project, and to explore other information needed to develop a proposal.

We prefer that representatives from the organization visit our office in Louisville to meet staff and tour our facility. If CTL travel is required, we may charge a fee to cover time away from the office and travel expenses.

Step 4: Proposal Development (typically no charge but possible one-time fee)

Based on information gathered via the first 3 steps, CTL staff will develop a proposal for completing the desired work, which, based on the project, may include a narrative outline, methodologies, training technologies, a timeline, a budget, and reporting requirements.

Based on the complexity of the project and of the proposal writing process, CTL may charge a one-time fee for the proposal development (for example, if the proposal development requires multiple iterations, face-to-face meetings, presentations involving travel, etc.)

Step 5: Clarification of Understanding

The organization reacts to the proposal submitted by CTL and steps are taken to address any issues in need of further clarification.

Step 6: Contractual Agreement

A contract is developed by CTL outlining the steps in the proposal, and signed by all parties to the agreement.

Step 7: Implementation

The work begins.

Education is indeed the key to the future. Simply too much is at stake to fail in the need to educate tomorrow's leaders. CTL seeks the support of forward-looking individuals, businesses and foundations that understand the need for private responses to public challenges.

Much of CTL's work depends on the generosity of individuals, corporations and foundations that share the view of improved schools for all learners. CTL is a non-profit, tax-exempt charitable corporation under section 501 (c) (3) of the Internal Revenue Code. Contributions to CTL are tax deductible to the extent allowed by law.

The Need for Support

Many schools and districts simply cannot afford to initiate a multi-year approach involving multiple days of training, on-site coaching, high-quality teacher and students materials, and related costs like travel, substitute fees, etc. It takes funding assistance from outside sources for most schools to begin on the path of sustainable transformation of their teaching and learning culture.

How CTL Makes Use of Your Donation

As a non-profit corporation, all contributed resources go directly back into the provision of services to schools and other learning organizations. No funds are used for the financial enrichment of directors or shareholders.

CTL applies all contributed resources to the ongoing delivery of professional development services to its client organizations. These services fall generally under the three areas described on our Core Competencies and Expertise page and take the form of new research and development, direct planning with and ongoing coaching for teachers and other school personnel, and the development and delivery of training constructs. CTL welcomes contributions from individuals, businesses, foundations and corporations. Contributions can be made to CTL through personal, business, or bank check or money order, gifts of stocks or bonds, or in-kind donations of goods or services. Contributions may also be made in the form of a pledge payable over time.

Credit card contributions to CTL can be made through a secure online service provided by Network for Good.

Matching Gifts

Many businesses and corporations offer matching gift programs, often times doubling (or more) the amount of your contribution. To see if you can have your donation matched, contact your company's personnel office and mail a completed matching gift form to CTL at the address below.

Gift of Stock

You can receive significant tax benefits when you donate appreciated stocks or bonds to CTL. With a gift of stock, you are eligible for a tax deduction for the full fair market value of the stock. Traveling from the direction of Cincinnati OH

Take I-71 south towards Louisville
Take the Zorn Avenue exit #2
Turn right onto Zorn Avenue and immediately get in left-hand lane
Turn left onto River Road
Drive about 0.6 mile and turn right into Spring River Business Park
Bear to the right and go up the hill to the center building, 2303

Traveling from the direction of Indianapolis IN

Take 1-65 south towards Louisville
Approaching the Kennedy bridge over the Ohio River, get in far right lane and take the I-71/I-64 exit towards Cincinnati/Lexington/St. Louis
Take the I-71 north exit on the left towards Cincinnati/I-64/Lexington
Merge onto I-71 north
Take the Zorn Avenue exit #2 and keep left at the fork in the ramp
Turn left onto Zorn Avenue and stay in left lane, turn left onto River Road
Drive about 0.6 mile and turn right into Spring River Business Park
Bear to the right and go up the hill to the center building, 2303

Take I-64 west towards Louisville
Take the US-42/Mellwood Avenue exit #7, merge onto Mellwood Avenue and get in center lane
