Evaluation of the Kentucky Governor's School for the Arts

In 1998, the Kentucky Center wanted to expand its Governor's School for the Arts, the commonwealth's most prestigious school for aspiring young artists. Student auditions clearly indicated a need to include many more students than GSA could accommodate. Of the 1,100+ high-school-aged students who auditioned annually, only about 160 were accepted each year on a single campus for the distinguished summer program.

The Kentucky Center contracted with CTL to use its experience in the worlds of education, the arts and government to conduct a four-month study of GSA, and to develop recommendations to increase the program's effectiveness and size to serve more aspiring young artists. CTL planned and implemented regional public forums to gather citizen input, designed and managed questionnaires, and conducted interviews to measure the need for expansion and to formulate recommendations for GSA's growth.

As a result of CTL's findings and recommendations, the Governor's School for the Arts:

  • Established a state-wide board to advise and assist with fundraising and public awareness
  • Expanded to serve 200 students on two campuses, serving 400 students statewide
  • Increased its budget to serve more students and improve outreach
  • Expanded the scope of arts disciplines taught to include musical theater and media arts
