Status of Arts Education in Kentucky Public Schools

In 2005, CTL conducted the first-ever statewide survey on the Status of Arts Education in Kentucky Public Schools. The survey, funded by the Kentucky Arts Council (KAC), provided a snapshot of the condition of arts education in schools across the state. CTL's final report served as the basis for program and outreach planning by state and local arts and education organizations to better meet the needs of schools.

The Kentucky survey is one of five state studies showcased in a 2006 national policy brief developed by the Arts Education Partnership (AEP).  The brief, From Anecdote to Evidence: Assessing the Status and Condition of Arts Education at the State Level, can be downloaded (pdf) free of charge from AEP.

The Kentucky survey is also cited multiple times in a 2008 publication by the RAND Corporation, commissioned by the Wallace Foundation: Cultivating Demand for the Arts: Arts Learning, Arts Engagement, and State Arts Policy.

Standards-Based Continuous Progress Organizational Practice

From 2001 to 2004, CTL worked closely with KAC staff to design and implement new organizational practices based on CTL's standards-based continuous progress model. This long-term project involved the complete re-structuring of all KAC grant program guidelines, panel processes and interim and final reporting procedures for the state agency. The project also focused on assisting KAC staff members to develop their own professional growth plans, making it possible for such plans to meet agency performance standards.

Oversight and Evaluation of Grant Activity and Consultation on New Program Development

Other projects with the KAC involved CTL in the design and implementation of the School-Community Arts Partnership Planning (SCAPP) grants, designed to enable schools to partner with local arts, cultural, business, civic and government organizations to co-develop plans for the infusion of the arts in education. In 1998, CTL served in an oversight capacity for the SCAPP grant program, providing on-site consultation to participating schools and producing a final report with recommendations for program improvements to the Council.

CTL also consulted with the KAC on the planning of early childhood arts education initiatives. This work led to the KAC's ArtStart! grant program that placed professional artists in childcare facilities statewide.

CTL Advisory Board

The KAC was one of the original state-level organizations to serve on CTL's advisory board, and contributed funding in support CTL's arts consultant position for several years.  The KAC was also instrumental in the development of the 1996 Arts, Culture and Technology plan for Kentucky, a plan designed and implemented by the Galef Institute and CTL .
